		<description><![CDATA[Shouldn&#039;t stealing be a degradation of a value called honesty? In today&#039;s world it is a given that the solution for an undisputed lack of values always seems to be more regulation and increased supervision of some sort. Isn&#039;t it? And then we go on with our lives miserably disturbed by increasing complexity. One wonders why technology isn&#039;t coming to our rescue: it won&#039;t as long as we keep making our lives so difficult. P.S.  Commentary made on vacation time, therefore philosophical.]]></description>

 money/Sweet analogy is spot on but the proposed solution just means that agencies will find new ways to fool the CCTV cameras.   The issue will not be addressed until either Agencies learn to live within their means or the allowance is increased.  A beefed up Media Officer Role and more detailed contracts are a temporary solution.]]></description>
